BEIJING, Dec. 26, 2019 /PRNewswire/ — JA Solar, a leading manufacturer of high-performance photovoltaic products, announced that it won the bid for supplying 490MW of high-efficiency modules for Huanghe Hydropower’s ultra-high voltage (UHV) Transmission Project in Qinghai Province. The project, with a scale of 3.1GW, is the world’s leading UHV demonstration project. This is also of great significance for the application of new technologies and exploration of deploying renewable energy projects with UHV.

JA Solar will supply its mono PERC 9BB half-cell bifacial double-glass modules for the project, facilitating the integration of advanced solar products and the UHV power grid. With a mass production output power of 410W and conversion efficiency of 20.4%, this advanced product incorporates some of the leading technologies, including bifacial cell, 9BB, half-cell and double-glass structure. Specifically, 9BB technology decreases resistance loss; half-cell technology enables better performance in shaded conditions; and the double glass structure allows better adaptability to different environments. Additionally, gallium doping technology is applied to the silicon wafers for effectively mitigating light induced degradation (LID). All of these technologies ensure that the module optimizes power-generating performance. With its strong reliability and environmental adaptability, JA Solar’s advanced module has passed the testing of TUV Nord and Intertek, and is ideal for reducing balance of system (BOS) cost and LCOE.

Net Metering Market

 

KARACHI: Pakistan still lacks net-metering market, even though the power sector regulator had notified the regulations in 2015. As many as 1,143 distributed generation licences, with the total installed capacity of a meagre 19.55MW, were issued under the net-metering regime in FY19, National Electric Power Regulatory Authority (NEPRA) reported.

The Alternate Energy Development Board (AEDB) is targeting 1,000MW of net-metering-based solar installations by 2020/21 and 4,500MW by 2025.

However, experts believe the Distributed Generation and Net-Metering Regulations, introduced by NEPRA in September 2015, landed distribution companies (DISCOS) in unfamiliar territory. Having no prior experience of a mechanism through which to purchase electricity from consumers, several DISCOS expressed reservations over the technical and financial viability of net-metering.

Moreover, DISCOS’ staff lacks the technical expertise to implement the regulations, or evaluate interconnection feasibility, and that a large number of distributed generators may destabilise the reliability of the system.

An official of a renewable energy company offering net-metering solutions said the switch in their role from consumers to partial sellers of electricity might affect the revenues of DISCOs, at least in the short -term.

“Although this would help increase generation capacity and potentially alleviate the country’s power deficit, excessive distributed generation capacity installations may quickly challenge the financial liquidity of DISCOS.”

An official at a distribution company said they had been receiving net-metering

applications from the consumers, and licences were issued to them, but only a fraction of those setup distributed generation systems.

“It will not be a successful experience for them, as the consumers would end up paying more. We have reason to believe that under the impression of selling electricity, the consumers use substantially more than their normal consumption.”

Coordination between NEPRA and other government agencies in regulation design has improved, but the distributed generation sector too overlooks the importance of integrated planning.

“Distributed power generation and its related challenges, at this stage, can be compared to the early years of utility-scale renewable energy deployment in Pakistan. It remains to be seen, which government agency will assume the supervisory role for creating a net-metering market. The roles of various agencies have yet to be defined,” a recent report on Pakistan issued by the International Renewable Energy Agency (IRENA) noted.

NEPRA’s net-metering regulations offer an opportunity to exploit the vastly available and geographically scattered solar energy.

“Given the importance of grid integrity and overall financial viability to DISCOs, the technical and financial impacts of distributed power generation should be an integral part of Pakistan’s energy planning. Since the dynamics of distributed power generation differ significantly from the conventional power generation system, growth would create challenges that decision makers must resolve appropriately,” IRENA reported.

The ministry of power expects a large number of systems would get installed in near- to short-term due to enhanced awareness, better service delivery through prequalified installers, strict adherence to equipment quality standards and monitored focus of DISCOS for the promotion of net-metering.

Concerns over commercial viability expressed by various DISCOS are not quantifiable at this stage. However, these concerns cannot be ruled out, since they echo those of distribution utilities in other countries.

“Integrated energy planning should; thus, include a rigorous analysis of distributed power generation potential and its impacts on the economics of the power market. This is important to ensure the fair distribution of anticipated dividends so that net-metering may be seen as mutually beneficial to both buyer and seller,” IRENA report showed.

Technical challenges and the lack of experience in distributed power generation are valid concerns that can be addressed by building capacity. The government should facilitate such programmes, but DISCOS would remain responsible for allocating sufficient resources to develop their in-house capacities.

The same can be said about administrative and security challenges that DISCOs must resolve to ensure compliance with the NEPRA standards. The government could consider installing flagship projects at various locations to help DISCOS gain the much-needed confidence and technical knowhow without added commercial obligation

Pakistan Telecommunication Company Limited (PTCL) started its effort to support the Clean Green Pakistan Movement by installing latest solar power systems to conserve energy and support environmental preservation at its Headquarter, regional offices and exchanges across Pakistan.
More than 700 PTCL facilities have been converted so far on solar solution across Pakistan under the greener Pakistan. 180KW solar system is deployed at PTCL HQs as part of expanding solar footprint to big installations.

Pakistan is to become the first country in South Asia to introduce battery powered electric buses as per the Federal Minister for Science and Technology, Fawad Chaudhry.
In his twitter message, Fawad Chaudhry said that science and technology budget has increased by up to 600% this year. The minister said that he will make efforts to hike the budget to 100% next year.
Chaudhry gave credit to Prime Minister Imran Khan for giving special attention to the science tech sector.
Furthermore, Chaudhry said that ministerial commissions will be set up with Russia and the government is now focused on the European Union (EU) and United States (US).
“It is our failure for not manufacturing engines, but we will make up solar panels and lithium batteries in the next three years. The energy system of the country will be completely changed.”
He also announced that the Jhelum biotech park will be the biggest herbal medicine park in South Asia and Pakistan will be the first country to manufacture battery-powered [electric] buses in the region.
The government also wants to launch electric buses in Pakistan to combat air pollution. A memorandum of understanding (MOU) has been signed with a private ride-hailing service to launch electric vehicles in Pakistan.

  • KARACHI: Advisor to the Prime Minister on Climate Change, Malik Amin Aslam Khan on Thursday assured electric vehicles and parts manufacturers, and traders that the government will soon issue Statutory Regulatory Order (SRO) for them to successfully execute the recently announced Pakistan Electric Vehicles Policy for conversion of vehicles to electric batteries.
    The policy will strengthen the auto industry in the country and reduce the environment pollution.
    It would help reduce motor emission by 65 percent. Pakistan’s cities mainly Lahore is worst affected smoke emitted by vehicles, said the Advisor at a press briefing at a local hotel.
    He was flanked by the office-bearers of Pakistan Electric Vehicles and Parts Manufactures, and Traders Association including Muhammad Ayaz, Shaukat Qureshi and Muhammad Ayaz.
    He said that the policy was drafted by Federal Ministry of Climate Change which has been approved by the cabinet.
    “Soon, you will get incentives package under this policy,” he re-assured the electric vehicles manufacturers and traders and said his Ministry and Federal Ministry of Industries were jointly working on the package and SRO in this regard would be issued soon.
    The conversion of vehicles to electric mode would save billions of dollars for the country every year on account of imported oil bill.
    Besides being environment friendly, the electric vehicles in Pakistan would prove user friendly and very economical.
    The motorbikes would save up to 60 percent of their fuel cost, he said.
    Malik said the country was now surplus in electricity generation at 18,000 MW against the demand of 10,000 MW per day.
    This would create opportunities of new businesses like setting up electric charging stations and manufacturing of the electric batteries/kits, he said.
    He said Pakistan Tehreek-i-Insaf government especially Prime Minister Imran Khan was keen to promote electric vehicles industry in the country for the above benefits.
    He said that the electric vehicles business was flourishing in the world and Pakistan should lead in the region.
    He said, in the support of this industry, the government would set up a research institute, which later would be upgraded to a university.
    The Minister informed the media that Chinese companies were interested to set up plants to manufacture electric batteries.
    Vice Chairman of the association, Muhammad Ayaz appreciated the efforts of Advisor to Prime Minister on Climate Change for formulation of Pakistan Electric Vehicles Policy and its approval by the cabinet.
    “It is timely step by the government to induct electric vehicles in Pakistan. This great task is completed within short time,” he remarked.
    The country would have healthy environment by going to zero-tail omission and noise pollution.
    Another representative Shaukat Qureshi said by 2030, around vehicles in the country would be converted into electric mode of energy.
    He said that the existing auto manufacturing companies might create hindrances in the execution of electric vehicles (EV) policy but could not stop it.
    “EV tsunami is coming, whether one like or not,” he remarked.

Punjab seeks renewable energy revolution

As Punjab suffers both a power crunch and high levels of air pollution, the provincial government is looking into cleaner alternatives for meet its residents energy needs. However, before it can embark on a slew of renewable energy projects, it needs the centre to remove one hurdle.Speaking to The Express Tribune, senior Punjab officials said the provincial government has asked the federal government to remove a ban on renewable energy initiatives imposed by the previous regime. According to them, the matter will be taken up in the next meeting of the Council of Common Interests (CCI).
‘Renewable energy way forward’
The previous Pakistan Muslim League-Nawaz government placed the ban on the directives of then premier Shahid Khaqan Abbasi. Although the exact reasons were unclear, some suspected the ban was imposed to pave the way for RNLG initiatives the PML-N wanted to introduce.

 

The request to overturn the ban was sent on the advice of Punjab Energy Minister Dr Akhtar Malik. “We are looking into introducing various renewable energy initiatives in the province. There is immense potential for solar power in the country but previous governments were uninterested,” he said. “The initiatives we are planning can save billions of rupees. We also want to encourage domestic consumers to go solar and are preparing a technical assistance initiative in this regard.”
According to Punjab officials, the province’s energy department is in the midst of preparing feasibility reports for a plethora of solar energy initiatives. One of them envisions converting a large number of the province’s tube-wells to solar power.
They said Energy Minister Malik has already held meeting with the housing minister and secretary in this regard. The energy department has also asked the Water and Sanitation Agency (Wasa) to conduct a survey of tube wells so find out which ones are optimally suited to being converted to solar power.
Speaking to The Express Tribune, Punjab Energy Department Managing Director Adnan Mudasir said they were working on the feasibility for transferring the lowest capacity tube-wells to solar power. Punjab Housing Secretary Naseem Sadiq said surveys are being conducted in Mianwali, Dera Ghazi Khan and Khushab at the moment.
“In our meetings with the energy department, we determined that Wasa tube-wells would have to switch back and forth from solar power to the national grid in order to function at night.
So the energy department is devising a system based around time relays that will switch the wells from solar to grid automatically,” Sadiq added.
Schools close for two days as air quality worsens in Punjab
Mudasir, meanwhile, said they were also looking into the financial aspect of the proposed initiative. “We want to figure out how much money we can save and how much subsidy we would need to offer to farmers.”
Punjab Agriculture Secretary Wasif Khursheed voiced skepticism, however. “Our department has some reservations as we believe the proposed solar system could lead to an unusual reduction in ground water,” he said.
